DP World is in discussions with the Montreal Port Authority (MPA) to operate the new Contrecœur container terminal, a project that could boost the port’s capacity by more than 50%.


Located on the St. Lawrence River northeast of Montreal, Canada’s second-largest city, the terminal is expected to cost C$1.6 billion (US$1.2 billion). Construction could begin as early as September 2025, with completion targeted for 2029 or 2030.


Douglas Smith, CEO of DP World Canada, confirmed the ongoing talks, describing the process as competitive. A company spokesperson added that while DP World sees significant potential in Montreal’s logistics infrastructure, no official announcement has been made.


The MPA also confirmed negotiations with a private investor but declined to reveal the partner until a formal agreement is signed. MPA President Julie Gascon stressed that the project is crucial for strengthening eastern Canada’s supply chain and diversifying international trade.


The Contrecœur terminal has been in planning for decades. MPA purchased the land in the 1980s, and detailed planning has continued for over 12 years. Rising costs due to inflation and construction delays have been offset by more than C$500 million in funding commitments from federal and provincial governments.


Montreal currently handles 2.1 million TEUs annually and is expected to reach full capacity by 2030. The new terminal would add 1.15 million TEUs per year, significantly expanding capacity. It will also integrate with CN Rail, providing direct connections to North America’s wider rail network.


If selected, DP World would add Montreal to its Canadian portfolio, which already includes operations in Vancouver, Nanaimo, Prince Rupert, and Saint John. Earlier this year, DP World also opened a freight forwarding office in Mississauga, Ontario, offering ocean and air freight, customs clearance, cargo insurance, and trucking services across industries such as retail, technology, and automotive.


The MPA has submitted a notice of intent to begin preliminary construction on September 29, 2025, pending final approvals.
