Recently, Hapag-Lloyd has released new regulations for the transportation of waste cargo in Southeast Asia. In line with its to safe, compliant, and transparent cargo transportation, stricter document requirements will be implemented for the carriage of specific goods destined for Southeast Asia.
As of February16, 2026 (based on the booking creation date), and applicable to existing bookings with a loading date from February 1, 2026 a fully completed Indemnity Letter (Letter of Indemnity, abbreviated as LOI) must be provided for the transportation of plastic waste and metal waste to following destinations:
Singapore
Malaysia
Indonesia
Thailand
Vietnam
Philippines
Codia
Myanmar
Laos
Brunei
This measure is implemented in response to the increasing regulatory scrutiny in the region. Currently, customs authorities have detained over 1,500 containers carrying such goods due to:
Growing concerns over the misrepresentation of cargo (including undecl e-waste)
Enhanced inspection processes by the authorities of the destination countries
Confirmed instances of inaccurate cargo declaration
Impact on cargo
Bookings for designated cargo destined for these destinations will not be accepted without the required Indemnity Letter
Existing bookings may be held until the correct are submitted
This requirement ensures accurate cargo loading, declaration, and smooth customs clearance upon import
